Now Germany’s second chamber (Bundesrat) has approved the Growth Opportunities Act, structured e-invoicing will become mandatory for domestic B2B supplies of goods and services. The law comes into force from 1 January 2025.

Although the law contains staggered transitional provisions, companies established in Germany will have to be able to receive and retain structured e-invoices from 1 January 2025. This is because suppliers will be able to issue e-invoices for domestic supplies without their customers’ consent.

At the same time, the digitalisation of invoice content can lead to accounting process efficiencies, as the data can flow with less manual intervention.

This raises several questions for business owners and members of tax departments: How can a company best prepare for e-invoicing? What are the deadlines? Which departments in the company will be affected? How can the new rules be implemented smoothly in day-to-day operations? How do control systems need to be changed to ensure compliant input VAT deduction and sales invoices?

The answers to such practical questions can quickly lead to a "Do we need to switch to e-invoicing now? Will there be negative consequences if we delay?
